Meeting the global targets for more just and inclusive institutions as agreed to in Agenda 2030 requires partnerships and multi-stakeholder approaches, underpinned by a common understanding of why just and inclusive societies matters, and a shared evidence-base for action. The Centre contributes to this important evidence base by generating research, data and insights to ensure more informed policy choices and decisions. Understanding and addressing governance challenges enables countries to identify structural bottlenecks that prevent them from achieving sustainable development and enables policymakers to design responses better tailored to people’s priorities and rights.

Research and innovation to unlock the potential of SDG 16

The Centre generates analysis and data informed insights on just and inclusive institutions. The Centre’s flagship report produced on behalf of UNDP together with other UN agencies - Global progress report on Sustainable Development Goal 16 indicators: A wake-up call for action on peace, justice and inclusion is launched each year providing an important evidence for policy makers on governance improvements but also deficits.

As countries seek to deliver the targets and indicators within Agenda 2030, they are increasingly recognising the relevance of SDG16 as an enabler and accelerator of all the SDGs. The Centre also works with research partners to advance much needed understanding of the interlinkages between SDG 16 and other SDGs through the ‘connections that matter’ series that research increasing the evidence of the interlinkages between addressing peaceful, just and inclusive societies and ending poverty and inequality (SDGs 1 & 10), the sustainable use of the oceans (SDG 14)  and climate action (SDG 13).

A wide range of data actors are stepping up to fill the gap on SDG 16 data by building new partnerships, identifying technological innovations for real-time data, taking advantage of digital opportunities , identifying innovative  data collection tools and methodologies. The Centre engages in a broad range of initiatives in collaboration with partners to experiment, test and support data innovations to strengthen evidence-based policy making.

Accelerating efforts in SDG 16 Monitoring and Reporting

UNDP is a custodian of four global SDG indicators tracking global progress on key areas of the quality governance such as people’s satisfaction with public services (SDG 16.6.2), the levels of diversity and inclusion in public institutions such as the public service and the judiciary (SDG 16.7.1)); the responsiveness of government to people (SDG 16.7.2); and UNDP is also co-custodian (with UNODC and OHCHR) for an indicator on access to dispute resolution mechanisms (16.3.3) Our responsibility as a custodian for these indicators entails, methodological development, strengthening member states’ statistics capacity to produce the data for the indicators, collecting the data from Member States and reporting it to the global SDG database and to the UN Secretary-General’s annual SDG report.

The Global Policy Centre for Governance in partnership with other relevant UN agencies supports Member States to increase the availability of high-quality data through the SDG 16 Survey. This is a well-tested tool that countries can use to measure progress on many fo the survey-base indicators under SDG 16, more specifically, on access to justice, corruption, discrimination, governance, violence, and human rights. Regional trainings in partnership with other stakeholders, are provided to countries to national technical capacities and facilitate cross country learning.

Promoting methodologies, instruments and standards for Governance Statistics

The UN Statistical Commission in 2023 recognized in a landmark decision governance statistics as a standalone domain of statistical activities. The Global Policy Centre for Governance has been at the forefront in supporting this achievement through promoting global discussion, advocacy and technical efforts on the measurability of the quality of governance with official statistics.  UNDP is the lead UN agency supporting the Praia Group on Governance Statistics, that includes National Statistics Offices from all regions globally, UN agencies, and experts from civil society charged to develop high quality measurement instruments on key sub-domains of governance statistics including Non-Discrimination and Equality and Participation in Political and Public Affairs.
